Grade decline, not permitting, is the deepest copper constraint

Every year the world mines more rock to produce the same copper.

Average head grades at major porphyry operations have declined steadily for decades. Sustaining current output therefore requires processing more material, consuming more energy and water, and spending more capital — before a single new mine is considered.

Permitting attracts the political attention, but the arithmetic of grade decline is what makes the late-decade balance difficult.
